Mutual Recognition Agreement(MRA)

1. Introduction of MRA

Mutual Recognition Agreements (MRAs) can be established between two or more countries to permit the recognition of credentials (academic and/or professional) and are intended to foster mobility for engineers looking to practice in other jurisdictions.

KPEA(Korean Professional Engineers Association) has signed on MRAs with engineering organizations in the following countries: Australia and the United States (Texas only).

Active exchange of Professional Engineers according to Engineering Service market opening such as WTO and FTA and mutual recognition among nations

2. How to Apply

Standards to evaluate professional engineer to be registered under Mutual Recognition Agreement shall follow the agreement entered into by individual nations and effective period and requirements for renewal of registration. Once application form with INTERNATIONAL VERIFICATION OF LICENSURE issued by home jurisdiction is received, KPEA will review for those who meet standards of qualification and register them as a P.E.

Australia to Korea Texas to Korea
An engineer may be registered as an APEC Engineer on the APEC Engineer Register of their economy if the person has:
(a) completed an accredited or recognised engineering program, or assessed recognised equivalent;
(b) been assessed within their own economy as eligible for independent practice;
(c) gained a minimum of seven years practical experience since graduation;
(d) spent at least two years in responsible charge of significant engineering work;
(e) maintained their continuing professional development at a satisfactory level; and
(f) agreed to be:
(i) bound by the codes of professional conduct established and enforced by their home jurisdiction and by any other jurisdiction within which they practice; and
(ii) held individually accountable for their actions, both through requirements imposed by the licensing or registering body in the jurisdictions in which they work and through legal processes.
Applicants must, in addition to demonstrating that they are a Licensed Engineer currently in good standing in the Home Jurisdiction, fulfil the following in order to qualify for Licensure pursuant to this Agreement:
(a) Pass any examination or interview whose sole purpose is to ensure that the applicant understands local practices, legislation, codes, professional standards or other issues that are not related to the technical competence of the applicant to engage in the Practice of Engineering;
1. Demonstration of experience:
1) One year of Korean or Korean equivalent experience to show familiarity with Korean codes and engineering practice to enable Licensure in Korea.
2. Experience Requirement: Provide a verified record of engineering experience demonstrating seven years of practical experience since graduation, including three years of experience after initial licensure.
(d) Agree to:
(i) abide by the laws, rules and regulations of the Host Jurisdiction;
(ii) meet the continuing competency assurance requirements of the Host Jurisdiction; and
(iii) conform to the ethical standards of the Host Jurisdiction
(e) Declare any previous applications for licensure to the Host jurisdiction.
(f) Complete an application form and pay any fee required.
(g) Provide evidence of current citizenship or permanent residency of the nation of the home jurisdiction.
(h) Meet any requirements and provide any documentation related to identification and criminal history checks as required by the Host Jurisdiction.

Professional Engineers shall feel proud as the highest-grade engineers and continuously foster the professional competence and perform the services only in the areas of their competence and qualification.

3. Honesty, Integrity, Fairness

Professional Engineers shall perform professional services with the attitude of honesty, integrity and fairness.

4. Sense of the Mission and Maintenance of the Dignity

Professional Engineers shall perform the services in the dignitary manner with the high sense of the mission and the thorough professionalism.

5. Trust and Cooperation

Professional Engineers shall perform the services in the mutually cooperative attitude on the basis of the trust.

6. Confidentiality

Professional Engineers shall not disclose nor use the confidential information and knowledge gained in the course of their employment.
